[Feature Request] Layer Push Notifications?

I know its an early build, but would it be possible to have the app get push notifications from procon layer? (feature build maybe?)

Like when we create plugins we can add some code to enable push notifications on special events. This can be things like when someone is reporting a player (!report)

Just thought it would be a cool thing to have. No idea how hard it is to get working tho
