You can download latest version here:
    https://dev.maxmind.com/geoip/legacy/geolite/

Choose the Binary / gzip of GeoLite Country.Unpack it and copy the GeoIP.dat file to both your Layer and client Procon.

I updated the geoIP.dat file as noted above and it did not appear to make a difference. I am still seeing a lot of unknown locations. If fact since updating it, it appears to be worse!

Have you replaced the file on both your Layer and Client Procon?
I've never had issues updating the GeoIP.dat file.

By the way, I'm not sure whether Procon's auto-updater redownloads the original GeoIP.dat file that was distributed by Procon.

So you might want to disable the auto-updater on both your Layer & Client Procon.

Yes I did, both the layer servers and my client Procon were updated.

I have returned the old GeoIP.dat file back and now at least it is showing some of the player's countries. With the new file, it was not showing any country and every player was shown with a ???.
