All Caps Limiter?

I need a plugin (Or proconrulz/Insane Limits code) that will let me manage how many times a player can do all caps (or 90% caps) messages before killing, kicking, tbanning, and then banning (all optional and with warning messages). I do NOT have a mysql server/database, so adkats will not work for me (that I know of).

Funny - I thought CAP as in flags as well.
